What is mscoree dll or mscoree.dll?
Well first off let me tell you mscoree.dll is not a virus.
The file mscoree.dll is a dll containing lines of code used by the Microsoft .NET Framework. Most all .NET executables need data from the mscoree dll file. If mscoree.dll is unavailable or unregistered then it will throw up an error similar to the image below.

Once the file is downloaded extract it to your desktop and copy the file to the below location.
C:\WINDOWS\System32\MSCorEE.dll if you are running XP or Vista
Or place mscoree.dll in
C:\WINNT\System32\MSCorEE.dll if you are running Windows 2000
Then relaunch the application. If the error persist then you may need to register mscoree.dll
